Jennifer Townsend-

Ms. Townsend is an engaging instructor with over 20 years of experience as a government contract specialist/ contracting officer (1102) at many different levels, locations, and positions. She is particularly well versed in all aspects of the FAR and DFARS. Her experience includes four years working at the Defense Acquisition University (DAU) as both a Professor of Contract Management and the Department Chair (overseeing the work and performance of 22 other professors).

She started her career as an outstanding scholar intern (DAWIA) with the US Navy in San Diego where within three years she was promoted to a team lead position holding a $5M warrant. She continued to work as a warranted contracting officer for the remainder of her government career, apart from her tenure at DAU. Her senior level positions and warrants include:

  • Chief of the Contracting Office (CCO or COCO) warrant at the Fleet Logistics Center Sigonella (FLCSI) in Naples Italy with oversight of seven subordinate offices in five different countries, and serving the Navy’s FIFTH and SIXTH Fleets and the EUCOM, AFRICOM and CENTCOM COCOMs.
  • Component Acquisition Executive (CAE) Deputy at the Department of Defense Education Activity (DoDEA) in Alexandria Virginia with oversight of four subordinate offices in three countries, serving the entire DoD school system worldwide.
  • Senior Contracting Official (SCO) (position formerly known as the Principal Assistant Responsible for Contracting (PARC)) warrant for the 418thContracting Support Brigade in Fort Hood Texas with oversight of nine subordinate CCO offices serving multiple Army installations and customers.

 She has worked with supplies and services (at all levels of complexity), within the United States and overseas, and with the full range of Fixed Priced and Cost Reimbursement Contracts (including issuing contracts under Other Transaction Authority). She extensively used all types of indefinite-delivery ordering contracts including the General Services Administration (GSA) Schedules and various Government-Wide-Area-Contracts (GWACs). She used several assistance authorities at three different locations to issue grants, cooperative agreements, and Cooperative Research and Development Agreements (CRADAs). Though an 1102, she made it her business to thoroughly learn all of the SAP policies and procedures for purchase orders, use of the Governmentwide Commercial Purchase Card (GCPC), blanket purchase agreements (BPAs), and the use of the SF44 in deployed environments (including declared contingencies). Throughout her career she used her thirst for knowledge to constantly obtain increased exposure and experience to as many aspects of the career field as she could. She excelled in all her senior level positions through passionately sharing that knowledge and experience by creating and delivering quality targeted training. Her training helped turn entire contracting organizations around in performance and compliance metrics- including employee morale.
